Declaration of the National Conference on
Kashmir Issue held under the auspice of
the World Muslim Congress

Islamabad: A National Consultative Conference was held on January 15, 2007 (24th Zulhijjah) at the Holiday Inn, Islamabad, to discuss the Kashmir issue. The conference was attended by leaders of religious and political parties; intellectuals, writers, columnists, and journalists of various news organization from Pakistan, as well as, from the State of Jammu and Kashmir. The latest political conditions in Occupied Kashmir; Indo-Pak relations and negations; the state of human rights, the aggressive Indian military posture and intentions in the Indo-Pak subcontinent; and the struggle of the Kashmiri movement, were discussed, and it was jointly decided that:

  • Freedom is basic right of the Kashmiri people. The United Nations is obliged to give the Kashmiri people the right of self-determination according to its own resolutions.
  • The National Consultative Conference urges India to display a serious intention of resolving the Kashmir issue and to allow the Kashmiri people to decide their own future in accordance with UN Resolutions; a right India has acknowledged.
  • The National Consultative Conference strongly condemns the Indian military occupation and violations of human rights in occupied-Kashmir.
  • India must free all Kashmiri political prisoners. India must produce all those individuals which have been abducted by Indian state agencies at various times.
  • The rising Indian military power, aggressive intentions, and irresponsible behavior are a threat to regional stability in the subcontinent. A joint effort should be made by all the countries of the area to reduce this tension.
  • The comprehensive negotiations begun after the Islamabad Declaration have not produced any tangible results. Such negotiations must focus on the Kashmir issue and Kashmiris should be allowed direct participation at these negotiations.
  • India must not be given the Most Favored Nation status until the Kashmir issue has been resolved.
  • Any decision regarding the Kashmir issue must not be made without the prior approval of the parliament. Moreover, any proposed solution of the issue that negates the sacrifices of the Kashmiri freedom fighters will never be acceptable.
  • Joint control, or self-governance, is not a solution of the Kashmir issue. Unfettered freedom is an inherent right of the Kashmiri people. Any and all efforts for this inalienable right of the Kashmiri people will be fully supported.
  • The National Consultative Conference salutes the perseverance of the freedom fighters and the sacrifices of the martyrs of the Kashmir freedom struggle.
  • Unity among the Kashmiri political leadership is the need of the hour at this sensitive juncture of the struggle. The National Consultative Conference urges the political leadership of occupied-Kashmir to shun all differences among themselves so that the sacrifices made by the Kashmiri nation do not go to waste.
  • Pakistan must continue its political, diplomatic, and moral support of the Kashmiris and the Kashmiri freedom struggle without succumbing to any external pressure.
  • The political and religious leadership present at the National Consultative Conference  assures the Kashmiri nation that the Pakistani nation stands shoulder to shoulder with them in their legitimate struggle for the right of self-determination.
  • The National Consultative Conference urges the government of Pakistan, and all political and non-political organizations, to perform their duty by raising the Kashmir issue at every possible opportunity, and at every possible forum.
